BIDEFORD TOWN COUNCIL - AGENDA REPORT FOR THE STAFFING, FINANCE & GENERAL PURPOSES COMMITTEE MEETING ON 14 NOVEMBER 2007
5. GRANTS TO ORGANISATIONS FOR THE FINANCIAL YEAR 2006/2007
a. Grants may be made by the Council to local voluntary bodies where they provide facilities, services, entertainment etc which the Council itself has a power to provide. There are, however, specific requirements for grants made under Section 137 where the grant, in the Council's opinion, will bring direct benefit to its area, or any part of it, or all or some of its inhabitants and is commensurate with the expenditure to be incurred. If a grant of £2,000.00 or more is made under this section there are conditions that need to be met. Applications for consideration are enclosed.
b. As Torridge District Council has discontinued its Matching Grant Scheme you may consider this to have additional implications on the amount of grant you wish to award.
6. TOWN SIGNS
Members will recall that at the meeting of the Committee on 2 August 2007 it was recommended that the Town Clerk investigated the cost of producing a sign of the Town's Armorial Bearings and the possibility of locating such a sign in Victoria Park with a circular bench. Investigations have been carried out and cost will be dependant on what type of sign is required. Torridge District Council has also been approached regarding locating the sign within Victoria Park and this does not seem to be a problem. The Town Clerk will provide further details at the meeting.
7. PANNIER MARKET - FINANCES
Members will recall that at the meeting on 10 May 2007 the Council approved a loan of £20,000.00 to the Pannier Market subject to the Market's finances being looked at by the Staffing, Finance & General Purposes Committee as the level of income gave reasons for concern. The information requested has now been obtained and is attached.
9. JOB DESCRIPTIONS
In an effort to establish better administration and working practices and take into account previous omissions it has been necessary to review the current job descriptions for the Deputy Town Clerk and Town Clerk's Assistant posts. Members are requested to recommend approval of the amended Job Descriptions to Council.
10. PAY AWARD 2007/2008 AGREEMENT
Agreement has finally been reached on rates of pay applicable from 1 April 2007. The agreement has resulted in a 2.457% which has been agreed by the National Joint Council for Local Government Services and the Society of Local Council Clerks. Members are requested to recommend approval to Council and also consider an increase in SCP for the Town Clerk's Assistant. . The Town Clerk is able to give further

a Submission by Councillor C Bone
"Six months ago in May the Council narrowly voted against the payment
of allowances to any member that wanted an allowance. An unintended
consequence of this is to discriminate against current and future members
unable to afford the cost of participating fully as a member of the Council.
It is proposed that allowances should be available to members that wish to
draw them as provided for under the Local Authorities (Member Allowances)
(England) Regulations 2003. The relevant Independent Remuneration Panel
for parishes has calculated the allowance as 10% of the District Basic
Allowance, giving a figure of £480.00 per annum. Funding provision for
such an allowance already exists."
